The tool goes up to Principal Chief Commissioner. It does not project Member or Chairman, CBDT: those are filled by selection from among the senior-most officers, and depend on more than seniority and the vacancies this model follows.
From Commissioner up, the date is the month a post in that rank falls vacant for you in order of seniority. The promotion itself takes effect from the order of the Directorate of HRD issued after the DPC, which can come months later, so the actual date will vary. A date marked "civil list" is the date of promotion printed there; the civil list gives no earlier dates for ranks above Joint Commissioner.
Seniors in the rank: officers senior to you holding the same rank when you reach it. They are the queue for the next promotion. Up to Joint Commissioner, promotion is time-bound and the whole batch moves together.

Each officer of the batch retires on their own date from the civil list. Promotees often join the IRS late and retire early, before the batch reaches Commissioner.

Assumptions
- Every officer's civil code, date of birth, date of appointment to the IRS and date of appointment to the present grade are as printed in the civil list as on 1 July 2024. Where it prints no date for the present grade (5 officers), the middle date of their batch in that grade is used.
- Everyone retires on the last day of the month they turn 60. Someone born on the 1st of a month retires on the last day of the month before.
- Your batch is the year in your civil code. Promotees take the batch of the direct recruits their seniority is clubbed with, which is the year their code carries (IRS Rules 2015). The 77th batch, not yet given codes, is taken as the 2023 batch.
- Inside a batch, promotees and direct recruits alternate one to one in seniority, promotee first, as in the roster of the IRS rules and the 50:50 recruitment quota; each group keeps its civil-code order, and the larger group's remainder follows. The civil list prints the two groups separately, so this order is worked out, not read from it.
- Promotions from Deputy Commissioner up are by selection; the model takes them in seniority order. In the civil list, promotees made up about 12% of promotions to Commissioner in 2021–2024, mostly because many retire before they reach it.
- Service counts from 1 January after the batch year: the 2017 batch completes 4 years at the end of 2021 and becomes Deputy Commissioner on 1 January 2022.
- Deputy Commissioner on 1 January of the batch year + 5, Joint Commissioner on 1 January of + 10 and Additional Commissioner on 1 January of + 13, all time-bound. These match the dates in the civil list for direct recruits.
- From Commissioner up, the number of posts stays fixed at your choice above. Working strength is the officers holding each rank on 1 July 2024, including those on deputation. Sanctioned strength is the cadre strength printed in the civil list (26 Principal Chief Commissioner, 91 Chief Commissioner / Director General, 300 Principal Commissioner and 635 Commissioner posts), plus the officers of that rank serving outside cadre posts on that date.
- A post that falls vacant is filled at the start of the next month by the senior-most officer of the rank below who has the minimum service of the IRS Rules 2015: 8 years in JAG (or 17 years of service with 4 in JAG) for Commissioner, 3 years as Commissioner (or 25 years of service with 1 as Commissioner) for Principal Commissioner, and 1 year in the rank below after that. Years in a rank count from the date printed in the civil list. The dates shown are when the vacancy reaches you; the promotion runs from the Directorate of HRD's order, which can come later.
- A senior short of that minimum by no more than half of it or two years, whichever is less, is considered with qualified juniors (Note 1 of the schedule). A senior short by more waits, and juniors behind them go ahead.
- If your civil code is not in the July 2024 list, you take the place your code would have in your batch.
- Batches that join from 2024 on are added only if they are senior to you, at the size you choose above.
- Not included: Member and Chairman CBDT, promotions withheld or deferred, moves in and out on deputation, voluntary retirement, deaths, and any future cadre review.
