If India were to promote uniculture instead of diversity then it would have been going against the historical experience and development of our country and either of the two things would have resulted
- The government falls and the bad decision is reversed.
- India undergoes balkanisation, getting divided into a large number of small states.
Let me give you two examples to illustrate why such a thing is not possible in India.
- Pakistan experiment: East Pakistan and West Pakistan had two different cultures. West was a largely Urudu speaking population while the East was Bengali speaking and proud about that. When the West tried to dominate the East and displayed chauvinistic tendencies culture triumphed over religion. Despite being united by religion, regional and cultural sentiment overwhelmed the authority and we had a modern secular state, Bangladesh.
- Linguistic States: Let’s take an example within India itself. At independence, most of the leaders were of the opinion that linguistic states were a bad idea. The Nehru-Patel committee to decided against the formation of linguistic states. Most leaders of the time were convinced that administrative consideration only should decided State formation. They also thought that a linguistic state would cultivate parochial tendencies and hence decided all the more against it. However with a decade of independence the linguistic state demand grew so strong, that we had a state re-organisation commission and India was reorganised linguistically (Ofcourse, not the northern states where Hindi is the primary language).
- India is such a vast and diverse country it cannot be ruled by diktat. There has to be enough centralisation and delegation of powers to local levels so that the needs of people at every region be addressed. Even a relatively small country (in comparison to India), France, has not been successful in completely imposing Parisian culture within its territory. And France can’t boast half the diversity India has. As a rule we could say the language or dialect changes every 50 kilometers here. So how can such a design work in India? It cannot.
Hope this helps.
