As of today, I think most Group A services, in India have a foreign training component. It is called th international attachment. I know from my friends in IAS, IPS, IRS, IPoS, IA&AS and other accounting services, IRTS and the other railway services that they’ve all been taken on international attachments.
It was not always so. In IRS, the training was enhanced to include exposure to international taxation and tax regimes of other countries only in 2006. Must be the same for other services.
In IRS, last year we visited Europe, which covered four countries. Netherlands. France, Switzerland and Belgium.
As for the second part, if it’s a genuine issue, you can, with the permission of your course director, skip the international attachment. However, I must say, you will be missing one of the most memorable, fun components of training. Not recommended.
